2. Advertisement & Timetable
This Request for Quotations will be advertised via Find a Tender from 9th February 2026.
Closing date for receipt of quotations: Noon on 5th March 2026.
3. Description of the Requirement
Buckland Brewer Parish Council invites suitably experienced contractors to submit quotations for the supply, removal, installation, and associated groundworks for play and sports equipment at the Playing Field and Amenity Field.
4. Scope of Works – Playing Field
– Removal of existing swing set (7 years and under)
– Supply and installation of replacement non-wooden swing set
– Repair and making good of wetpour surfacing
– Supply and installation of zip wire (location to be confirmed)
– Supply and installation of climbing frame (Pirlu or equivalent) on wetpour
– Supply and installation of Youth Shelter
5. Scope of Works – Amenity Field
– Creation of new gated entrance
– Construction of accessible path
– Supply and installation of accessible roundabout
– Supply and installation of accessible swing
– Supply and installation of older children’s swing
– Supply and installation of younger children’s swing
– All equipment installed on wetpour surfacing
– Supply and installation of Youth Shelter
– Supply and installation of two full-size goal posts
6. Standards & Compliance
All works must comply with BS EN 1176, BS EN 1177, RoSPA guidance, the Health & Safety at Work Act 1974, and the Construction (Design and Management) Regulations 2015.
7. Health, Safety & Insurance
Contractors must provide site-specific Risk Assessments and Method Statements (RAMS) and evidence of the following minimum insurance levels:
– Public Liability Insurance: £5 million
– Employers’ Liability Insurance
8. Site Visits
Contractors are encouraged to undertake a site visit prior to submitting a quotation. Visits can be arranged by contacting the Parish Clerk.
9. Quotation Requirements
Quotations must include:
– A detailed cost breakdown by site and item
– Equipment specifications
– Programme and proposed timescales
– Details of warranties and guarantees
– Confirmation of aftercare and maintenance
– Quotation validity period of not less than 30 days
All prices must be inclusive of labour, materials, plant, delivery, and disposal.

11. Evaluation Criteria
Quotations will be evaluated on the basis of price, compliance with the specification, quality and durability of equipment, contractor experience, and ability to meet timescales. The Parish Council does not undertake to accept the lowest or any quotation.
12. Submission Details
Quotations must be received no later than Noon on 5th March 2026.

13. Additional Information
Buckland Brewer Parish Council reserves the right to amend the specification, seek clarification, or not to award a contract. This RFQ does not constitute a commitment to award a contract.
